In RL or is how they train against nades is run away 5m or more, drop to prone, cross legs to secure your balls, open your mouth and cover your neck with hands, than hope that is not russian made nade and shrapnel dont hit u in vital organs.
nedes in water are 50% less efective, so if u dont stand above it, u should be ok and if u have luck u have fish for dinner. For that we have test in army when we threw nade in water and on open. If we throw it in water we even didnt felt shrapnels droping on us when we were hidding in holes.

What the hell are you talking about? There is no grenade that will clear 100m squared. Not even a 155mm artillery shell would do that.
Hand grenades aren't designed to clear a room 'with important papers'. Hand grenades with the ball bearings you're talking about, such as the Australian F1 hand grenade, are designed like that so they have a consistent and predictable shrapnel pattern.
And what is this **** about drop down and crossing your legs to protect your balls? You get into cover if you can, and if you can't, you drop down immediately with your head towards the grenade because your helmet is designed to stop fragmentation like that thrown from a grenade, and there are no vital body parts in your shoulders. Do you think if a grenade was dropped near you you're going to go "Oh dear, well one two three four five, I've run 5 meters now, better get down"?
I can guarantee grenades are not 50% less effective in water. The shockwave generated would kill you as surely as the shrapnel would if you were inside its effective radius. If you're outside the water, depending on how deep it is shrapnel will still be thrown out.
I highly doubt you are military, or have military experience. Which makes your suggestions irrelevant to PR.
