Keypad System...Keyboard Numpad or Cell Phone Numpad?

I've noticed something that's caused a lot of headaches with players, myself included. It seems that people have different ideas of the Keypad system...Logically, one would think that it references the numpad on the computer:

456
123

But a lot of people also seem to use it in reference to cell phone number pad:

123
456
789

Which is it? What do you use?
