It is a plugin that allows Photoshop to open and edit .DDS files. DDS is the filetype that Battlefield 2 uses for its textures. You need to install the plugin and then Photoshop will be able to open DDS files.
There is also this program called WTV (windows texture viewer), which is used to see what type of DDS file a texture is using, as there are several different DDS types with different levels of compression.
