Got to 99.9 percent complete on Utorrent, then my download speed dropped to 0.2kb/s and the ETA is now the sign for infinite, been as such for 2 hours. anyone got any ideas or suggestions?

Delete the torrent in utorrent (right click remove) and then download the .torrent again, it should verify the 99.9% and then continue to download.
