v1.3 Pavlovsk Bay Bleed

Currently on Pavlovsk Bay Standard layer you receive a ticket bleed that doesnt stop until US run out of tickets , capping of what would seem the appropriate flag/flags doesnt stop the bleed.

More info: Last night the USMC capped all the 3 harbour flags but the bleed did not stop.
