Project Reality 1.6 "Failed to open URL"

My friend has been having trouble logging in since the steam update. Every time he tries to login through steam it says "Failed to open URL. Be sure you have a default browser set." He has changed his default browser and completely reset all windows default app settings as well as restarted his computer. His internet connection is pretty poor and he doesnt want to have to reinstall the game. What's going on?

If you tried setting your default browser and it didn't work, try making a new windows user.
