I do like the idea of limiting snipers using the current system and allowing the marksmen and support gunner per squad. Perhaps the Marksman kits for squads could simply be a M16a4 with an ACOG sight which I believe is 4x magnification. This would make it so the marksman would be effective at range but not so much so that he could go far off in a corner and basically "snipe".
The only maps I feel may be problematic are against Insurgents. Having squads rolling in with SAWs and marksman when the Insurgents have very few squad machine guns could hurt things. If the Insurgents had access to a few more RPK's or PKM's which ever it is they use it would be nice.

And I always wondered why the devs didn't just limit it to 1 per squad. Upon reading some of the dicussion here I and am forced however to admit that with some kits like the Sniper, having one kit per squad, even requiring a full 6 man squad which would limit the kits to at most 5 per team per server, would still create an imbalance of snipers on a team.
I do howevever believe that a melding of the current system with a squad based allocation system could be possible. To elaborate, I feel that there are certain kits that can be safely allocated to every squad, and others that require a teamwide allocation.
Specifically I feel that the Heavy AT and Sniper kits should remain allocated as they are: based on the number of players on the team as a whole and then allocated to an individual operating as a squad member. The marksmen and Support kits however are in my opinion a diferrent story. I base this reasoning on common knowledge about military allocation. Snipers and heavy infantry anti-armor weapons are rare in an infantry battalion, there may perhaps be only a dozen soldiers in a company trained to operate heavy munitions launchers and just a handfull of men with the training and skill to be full fledged snipers.
On the contrary, nearly every squad, and certainly every platoon, has both a designated support gunner and a designated sharpshooter or marksman. By this reasoning I think it would be fair and reasonable to equip all squads with ability to independantly request one each of the marksman and support gunner kits. I would however place an additional requirement that in order to gain access to these kits the squads must first have the required number of members (I would reqiure 3 minimum for support and 4 minimum for markman).
Sniper kits will still only require 2 man squads for access, something I feel is vital to the "spirit" of sniping. In real life, snipers do not work as part of large squad movements but in 2 man teams with one sniper and one spotter, to take away that capability in PR would be an injustice. The role of pinpoint support in a squad falls (predictably) to the marksman.
Then again, they might not be able to limit kits on a squad to squad basis. Which would, of course, suck. Death to EA!
