Reputable sources chaps, or I'll start handing out warning points.
The key to modernising any weapon is covering them in glue and tossing them in a barrel of M1913 rails until they look "Modern" enough.

considering that the M1's massive gas turbine engine makes it possibly the biggest target for heatseeking AT missiles today, that weakness can compensate for it's superior armour.

^^^ Haha, but lets seriously get back to business here. If the only way to get the Javelin in game is by making the T-90 a superior tank as compared to the M1A1, your missing the point. What really needs to happen is nothing of the sort. If anything, the M1A1 should be more superior to the T-90 and we should forget the whole javelin idea, even though it is a completely realistic weapon system. I would actually support giving the MEC a greater amount of tanks or have ones that respawn quicker (T-90's to the USMC's M1A1), and allow the Javelin to be implemented (This would also force commanders tactics to change depending on what faction they are fighting for, which I think could be very interesting). Quantity vs. Quality, that is the most realistic way in my opinion to keep realism and balance between the factions.

The T90 does NOT need to be superior, the Javelin's "guts" can be put in the SRAW *using the direct fire mode* and decrease its power to 2 hits kill a tank, like the SRAW.

I'd support a non-mirror balancing, similar to Qwai River's. (PLA has Tanks, US Has TOWs). So MEC has T-90s, U.S. has Javelins. However, since the Javelin, if implemented, would most likely come in as a limited kit, I'm not sure if those can be map-oriented. (i.e. not including the Javelin on Qwai since U.S. already has TOWs).
Next, I would consider it "balanced" if the Javelin was a 1 shot, 1 kill weapon, using top-attack mode. However, to maintain balance and realism, the soldier carrying the Javelin only has ONE missile tube at one time, as in real life, Javelins are deployed in teams where soldier carries extra missile tubes and the other carries the launch module. We can implement this by simply simulating it with the current system, soldiers carrying ammo bags to re-supply H-AT and L-AT teams.
Lastly, many would argue that a 1 shot, 1 kill is a bit too overpowerful. This is a never-ending arguement and will not cease unless MBTs (tanks) get at least a chance to defend themselves from a Javelin, which uses heat to lock onto the target. Since the Javelin uses heat signatures, tanks could carry some sort of "flare" or "smoke" countermeasure, which can be deployed. (I'm conflicting if the lock warning should be added back to tell tank crews when to deploy the countermeasure). With the countermeasure in, it would then be a task to figure out how to balance the countermeasure with the Javelin missile so both would be effective. (An experienced Javelin crew could hit a tank, but an experienced tank crew could countermeasure a Javelin).

I like. To get around the limited kit problem you could make the Javelin a pickup kit on the map(s) in question. IIRC there were some bugs with the Javelin though. Yes i see, ones it looses lock while in flight it will find a other target and lock onto that.
