I thought they were getting the sr-25 back for the US army? And what about spec ops? Will they have a full auto m4?

Okay, my fault
just to make clear
SR-25 Knights = XM110 = SPR = Mk.11 Mod.0
this are all names for a 7.62x51 upscalled M-16 in very similar versions not to confuse with the AR-10 an precessor of the AR-15/M-16 that also uses 7.62x51 and is allso in all other aspects very similar, exept that it is produced by Armalite and not by Stoner

The one that was moddled and has been in PR is the Mk.12 Mod.0, which 5.56x45mm, not 7.62x51mm.
The SR-25 has never made an appearance in this mod.

I don't know. The first I recall was some chap who said it was because he'd seen an airsoft replica of an SR25, and thought it was the same thing. Though he was promptly corrected.
The point stands though, the suppressed rifle featured in 0.3/0.4 was the Mk.12 Mod.0 SPR.

I remember reading about how the M4's will only have semi-auto and burst fire modes, I was talking with my friend about this (he is kind of a gun fanatic...) and he said that all M4's have a fully automatic fire mode, can some one tell me if this is true or not?

Tell you friend he is a moron and then kick him in the nuts. NO all M4 do not have full auto. Only the l337 M4A1 has full auto the normal M4 used by the Army does not have full auto.
EDIT: In case you were wondering special force units use the M4A1 a lot i would imagine but maybe im wrong.
