I'm happy to see this thread is not dead ... as for a drug wars mini mod, if it was to happen, I guess it could be going in patrols looking for definite objectives such as drug/weapon caches (could be either safe houses or vehicles ) or drug lords(represented by the commander)... or moving vehicles with cargo from point a to b without being detected and of course the army trying to intercept them.

it would be a vehicle heavy mod with lots of gun variety and complex rules of engagement.

I don't wanna sink your ships but i think you better have some more experience with modelling other than starting to make models for a faction

I don't want to be arrogant or lower your self-confidence but you should start modelling with something simpler than a vehicle or a weapon. As far I know tricount limits in models are quite tight and they still need to look as great as possible.

So I highly recommend you to start with tutorials. For example moddb's step-by-step tutorial for modelling and texturing glock (can be found here)

At least look Rhino's tutorial for creating a simple structure

Where do you want to be the first Scenery CD. Juarez or Sinaloa?
Or do you want another place?

Do the Mexican armed forces actually use the corner shot? I thought the corner shot was more 'spec ops' related rather than front line.

It would be instead the beretta or Glock in SpecOp kit

stick to standard issue weapons
I've done some research and I came to this list

officer: mp5 optional: g3 folding stock (maybe m4) and sidearm Beretta 92
rifleman: g3 solid stock
grenadier:g3 with m203 launcher (don't ask me how they adapted it)
automatic riflemen: hk21 optional: FN minimi
marksman: msg90
rifleman at: g3 with b300
specialist: folding stock g3 with Remington 870
sniper: M24 optional:Barret M82
medic: g3
Anti Tank: g3 with rpg 29
Anti Air : ???
crewman: mp5 optional (???)
pilot: Beretta 92

fx05 is not standard issue yet.
optics are rare in the infantry
