LOL, I can answer that with an example. The AT-4 has complete instructions printed right on it. If the guy gets away with it, and finds someone that can read English.... sure he could deploy it. Yes, he could put it into action in a manner of minutes. Will he have a high level of confidence that he's doing it right. Not really, but that won't matter once he has fired it. Since many of the insurgents DO speak/read English (even though many pretend they don't) it isn't hard. Not only that, but they DO have internet access.
