The other problem is the 4km -> 2km -> 4km .... system. Most of the 4km maps are unplayable for 90% of the players. Why dont you play some 4km INF layouts if you really want them? Or is it only about playing assets 24/7?
You also have to watch balance on 4km asset maps much more carefull than on 2km inf maps...

If you really want to increase server quality try this:
1. Play some of these maps without voting:
<70 players: Mestia, Hill, Ghosttrain, Tad Sae
>70 players: Foolsroad, IronRidge, 4kmINFlayouts
2. Devide good asset players on both teams when playing 4km
Playing 4km INF layout is soooo RETARD! (MY OPINION, SORRY). It is boring playing only INF vs INF and it is boring playing only ASSETS vs ASSETS. PR it is PR because the immersion between INF + ASSETS. It is better playing 1km~2km STD layout than 4km INF. If you open one server running only INF layout or running only ASSETS layout (vehicle warfare?!?!?), NO ONE WILL JOIN/SEED this server.
Going 1/2KM > 4KM > 1/2KM > 4KM it is the best way to balance assets maps and inf/low assets map.
The other retardation it is playing the same style of map, one after one. Example:
Khashan > Khamy (desert > desert)
Beirut > Muttrah (urban > urban)
Saarema > Pavlovsk (forest > forest)
Iron Ridge > Kozelsk (forest > forest)
So, the diversification secret is: 1KM/2KM > 4KM and DESERT > URBAN > FOREST. Example (IF the server has +80 players)
If we are playing MUTTRAH, the mapvote need to be only with 4KM DESERT or FOREST
If we are playing Kashan, the mapvote need to be only with 1/2KM URBAN or FOREST
If we are playing WANDASHAN, the mapvote need to be only 1/2KM URBAN or DESERT
And try the maximum possible to do no repeat maps played one day before. (AGAIN, MY OPINION)

AND, on some mapvotes, force with 3 non playable maps like the above example. Because if you set 2 non playable maps with one "good" map, people will vote for this good map and we will not play different maps...
The reason i usually do only assets it is because the LAG. Area-94 it is the only server i can do INF. It is the only server i dont rubber band/lag. I really get pissed off on others servers doing INF because i HIT the enemy a lot of time and he still alive... (And back to 0.7~0.98, when i come from CS, i was INF whore
