I understand the concern for cheats, and it is always due to cheaters that hard coding is placed in any RPG. And I am against a huge money system, we dont have enough enough people IMO for it to work out right. I want to see the civilians quietly moving caches around, bringing things from airport to make bomb cars (ammo) and distracting the brits. Also because we cant have enterable shops.
So you plant a door for the "Cell", the potential cheater will next refuse to comply with an escort order. So what comes next is you make it so they teleport to jail. By doing that, you have already removed immersion, since escaping is most easiest on it's way to jail. Therefore legitimate players have had an opportunity removed from them.
My suggestion is you have a competent Admin team to catch the asshats. On the whole it's a much better way about things and honest players lose nothing.
I personally have nothing against money systems btw, they can enhance a game...
