75% as you can not be sure every bullet hits, the guns accuracy etc. Even if the condition are perfect.
Theoretically, you should hit every time. But im going for 75%.

Related to this question, my friend wants to get into PR, but he finds the "wait to aim" annoying. Not the fact that you have to wait, but the fact that your sights appear to be perfectly lined up when in fact they are not yet steady. Could we add some sway to the gun model while the firing cone is wide?

Well you'd have to put in how long he waited to take the shot and the defrection.

I also think 75% might be around right for your no problem scenario. But in a realistic envoiroment 50%. In combat you often run and thus your breath and concentration gets kicked down and you will aim worse, also an experience and training issue, in the end of my national service i found that in combat i actually could shoot like in shootranges with the correct breath and all.
Also this is why machinguns are so importna to have on squad level, that weapon will kill someone faster at ranges then your rifle will.
This is also why reddots instruments are so important, not because they are so much more accurate in a soldiers hand, but that they provide a quik point and click effect, it allows you to "come to shoot" (direct translation from Swedish military, not working that well

) much faster.

I THINK its totaly down to luck, at 300 meters i had an instant headshot on mutrah and yes he was running, but other thimes he could be 10 mtrs in front of me and i couldnt get a shot on him.
50 for me

i took 50% but that's if you meant in combat, if you mean it's more like a shooting range it would be more up at a 75%
it's an friendly unit it's a 100% regardless of conditions, man it could rain sideways and i would still get in a hit

Cannot be done because of the engine.

75%
I'm still new to the game I'm still learning the correct way to do everthing all over again.
so I'd sayt right now if someone was standing still I would be about 50%
with my luck in life I know I would do better with the harder shot so I picked 70%

Actually hit a moving target whit a rifle realy depend on you're own personel skill [ talking about real life ], or the amount of bullet you shoot.
Hiting a moving target whit LAV, MBT, Attack Helicopter, in real life, would happen most likely 95%+ of the time due to computerized gunning system.
Now in game, it does realy depend on you're skills and on luck, its 50-50... its very hard, but you can acheive it with enought luck and skills...

A soldier who's running crosswise(?) in front of me up to 200 Meter I hit in 75% of all cases with an Assault Rifle in Semi . Just aim a bodyspan before him, you almost always hit when taking your time between the shots.

I don't know about that. Apache 30mm seem to have varying degrees of accuracy. Sometime's it seems to be downright "spam". That's what i get from watching liveleak footage anyway.

One time in .85 Karbala i was standing at the US main playing cowboy with a mate of mine. An insurgent was about 100m away on a motor bike, he got off and started running and i fired 7 rounds from the hip and killed him with my M16.
