Like all conventional factions in PR, everyone is technically equal. Your question can only be answered with how a team utilizes their resources.

To answer your second question: You must have just joined PR because in my experience Canada is a great faction and wins the majority of the games I've played in.

Looking very nice, always amazes me the amount of work done to each faction.

Most of "French cowards" is from their military history 1870-1962. Also WWI was saved because the Germans met the Brits. Just for the record . Also, want creative jokes?

The French flag has a convenient perk: one can cut off the blue and red to make it he 'Common use' variant.

The reason France can win at wargames is because there's no "cowardice" modifier.
