Russians do not always throw away surplus/older gear to civilians like U.S. does.
There is a tier system; first tier gets the newest stuff, second tier might get some new stuff, third might get mostly last generation's stuff...etc. Not limited to personal gear.

I personally prefer the old-fashioned M88 cut; so I just buy a cifra oversuit/cover thing to go with my 6sh112 and fake 6b23.
