Simple; all public players are allowed to join, but signed up players go first. People who haven't signed up can be kicked if the server should get full during the briefing, and there are still signed up players trying to get in.

We have platoon and squad leaders for all the squads, and any and all pubbers are free to join those squads - so there should be no issue with organization. Event rules will be explained and displayed clearly.

I assume the signup imbalance is what you meant!
