Well to be fair to TS , you can do all that in TS with whisper binds.
One thing I may look into ... is trying to disable push to talk when you are joining the server or unspawned. Because the positional audio algorithm here defaults to force center (in a way), it seems people are getting exasperated by folks joining mumble and using it as some sort of chat room while they are waiting to spawn, and if you have mumble, ventrillo or another VOIP program open at the same time ... the cacophony that results can be overwhelming.
I dont see mumble as a chat room myself .... teamspeak or ventrillo should be used for that, ideally the positional audio should be the main thing about it ... and if people MUST speak to everyone in channel then you have force center to do that with. I think making push to talk ONLY available when positional audio is active would be a good idea.
But that will be some way down the line yet.

Tartan that seems abit hard too... But i do like the ability to mute the other squadleaders.. Temporarily.

I have coded in the official PR settings so that they are hard coded and cant be changed. They can be viewed in this thread here.

Positional Audio cannot be disabled and neither can the link to game. The official PR settings minVolume, MaxDistance, MinimumDistance are fixed and cant be changed.
I have also done a couple of things like disable the overlay initially (as people have reported problems with PB ... rather than them getting kicked with a default set up, its better they can enable the overlay later if they want to).
Set text to speech volume to 0 on install ... though you can increase it if you wish. And disabled the text notifications. Also I have put that OtherApplicationVolume setting to 100% as a default, though it can be changed. The PR Skin is now the default.
This is all client side stuff and basically takes out the effort of setting it up. There will be a server version which the client will be keyed too that will make it so that you are unable to use any version but the PR client.

-What would be required is:
*Beep* noise for Force Center
Volume control for each individual channel
Shortcuts that can lower and raise volume to a set %
-I don't see any obstacles here.

Well i guess it might not be that hard. But make it optional for Squadleaders if they want the "beep" or not.
