The DEVs have said it before, the PKM for the Russians is a placeholder for the PKP (which can have a scope).

What about an94 which uses the blow back shifted pulse meaning ( in 1 shot, it shoots 2 bullets)

What about that gun are prototype?They used in chechnya,but as prototype.
Anyway,only 2 rounds have 1800bps firerate,other bullets have same with AK-74 firerate.In general characteristics they same with AK,but in money equivalent 1 AN94 ~ 2-2.5 AK74M

Not to mention you'd have to either ONLY do rapid 2-burst and single shot, OR do full auto and single-shot due to the limitations on the engine's handling of fire modes - which would put a damper on any benefit of the system.

And I guess I should mention that the dragunov is most definitely the best I've seen in any game or mod; both the model and the texture are exceptional, and I like the stylistic colouring on some of the metal, which brings a little visual interest. Very, very nice work.
My next favourite would be the Makarov, the texturer managed to pull off the difficult task of making metal look like metal without relying on the lighting.
The AK-74M there is a very solid recreation of the real gun, but for my taste I think the baked lighting on the dust cover is a little bit much for the rest of the gun.
RPG7V2 looks pretty good, but I'm not a big fan of pre-baked lighting; it looks good but feels like cheating hehe.
SV-98 looks pretty decent, but personally I think it could benefit from a little more scrapes and such to make a clearer distinction between metal and plastic.
Seriously though, give Chuc a jar of cookies for that SVD texture, it is very sexy.

Without it, it will look much worse(goes for any model).
