The easiest way would be an app that is OS agnostic, based on a stripped down RSS feed reader,
the base code is readily available,
simply set up one RSS feed per server,
create a subscribe/unsubscribe option to follow each of your favorite servers, and
a mute option to allow the app to run in background without stealing window focus upon a new RSS message.
And some PR skin for branding,
And that's all there is to it.
Going with this glorified RSS reader also allows people who use their custom RSS readers to simply add the desired RSS feeds per server to their own readers.
I still don't see a need for this.
BitLbee would be best, on one server you can create a single Irc chat room that will push to IRC/ICQ/GMail/Facebook/Twitter/RSS . Create a ircbot for each PR and PRAA server, and people can subscribe to the bot and select which IM/RSS/etc service to be notified with,
the only part needed would be to connect the bot to the PRSPY framework. And a server box to run the bitlbee server.
