How would that work realistically speaking? I mean, lets say I would host events or something like that where every single player has to sign up to play, and then those signups get checked out one by one. People left out get mad because they dont get to play, and then the organizer gets a reputation as an elitist dickhead, and everyone is mad.
Sounds interesting tho.

The players getting turned down would know that they're actually not good enough. They can either a) get better at PR, or b) get mad at the host.

He would invite everyone to sign up and go through the list to remove players he know will disrupt and reduce the level of gameplay in an adult manner. If the host doesn't know every player that have signed up (which will most likely happen) he'd have to contact more people to help him sort the list out. If an unknown player does get through he should know that he will be monitored and removed if he disrupts the game.
If the person administrating the list has a personal issue with one or several of the players in the list he shouldn't be the one to accept or decline them, which means that several people will most likely be necessary no matter what.

If there was such a server 1) it will be blacklisted(mentally) by majority of PR players (good and bad) 2) be frowned upon by majority of PR players and communities 3) have probably a short weekly spell as these "elites" wont be gaming everyday. Now if the server admin wants the server to be more active/populated i don't think it would happen due to the points of 1) and 2).
But, if you got the money to pay for the server and time to organize this type of "l33t server" and your mentally is "fuk it YOLO" than lol good luck

To what? Arma, which is full of mil-simmers? I know Arma is a military simulator so that's fair enough. Call of Duty, which is full of the people actually ruining this mod?

I would like to point out that maybe it is time for you to move on from PR as well, I mean basing it off of what you merit as reason to leave I am willing to bet most PR players should move on.
Go ahead say "OD-S this and that", but from what I see L4gi and Sax are proposing an idea to unite active players and raise the bar in a noticeable manner and you come here trolling Sax. If you don't like it don't worry I'm sure NWA wouldn't cut it and frankly your community might not be welcomed.

Yeah, and let the new players rot in not knowing what to do because they can't get people to teach them because those people play on the "1337 club" server. This thread is about getting more players into the mod, not making an anti-newbs elitism server.

Let's stick to the OP and not turn this into thread 100 of last year about teamwork being at the lowest point ever?
The obvious thing is to spread the word. And I think the PR-department of the devs has that pretty well covered. Players that might want to play PR will find info about it all over the place. But right now, PR doesn't need new players in my opinion. Servers are full and for a 8 year old mod I don't except more. There are many younger games and mods that don't even have our numbers of players. And us players just need to continue playing the game in the way it should be played. Although I couldn't agree more that it seems that a lot of players seem to forgotten that or don't know what PR should be played like. As it is special and not some ordinary FPS.
and off-topic:
You don't need a locked server. For example, I'm not sure what the maximum of reserved slots is, but you could make a sort of whitelist system where only people who sign up can join the server. Players that go threw the effort of signing up on a website just to play on a server usually ends up in better gameplay. At least on ARMA that is

But then again, I'm not sure if you can make all slots on a server be reserved slots.

We need a server that's passworded, and the password will only be given out to the minority of the community who's actually not shit at this mod. Could incorporate it into an event of somesorts. Mandatory sign ups for everyone, clan players can stick together but since it takes some effort to get in, I would even go so far as to make people play with different players every round.
Since rounds would also have COs, it would be easier to steer the game into a direction where people get to fight and also make the round last longer.

Players are not attracted to games that are designed around what they are not allowed to do, which has been the PR design philosophy from the Rally Point beta forwards. Additionally, PR's community response to new players has degraded tremendously from even two years ago. A player who is kicked or banned from a server for not joining mumble is not going to come back any more than a player who is berated or punished for breaking a code of conduct that is implicitly known to game vets, but not explicitly clear to new players.
