Thanks for confirming this carmikaze, someone else just mentioned this in the Bug Report section.
This is NOT a PRLauncher issue, it is a Microsoft issue related to the Win8 to Win8.1 upgrade, that is affecting lots of programs and people.

The Launcher worked yesterday, i installed PR, updated it to the latest version, changed the video settings and exited (after exiting, i didn't start the launcher again, nor the game).
Today, i installed Visual Studio 2012 express (i need it for college); then, after that, i started the launcher and the error message appeared. Maybe it has something to do with visual studio...
EDIT:
Installed 2012 Update 3 (as recommended), restarted
- didn't work
Repaired 2012 under Programs -> deinstall programs -> right click visual C++ Redistributable 2012 (x64 in my case) -> change -> repair -> restarted pc after repairing was done
- works now
I also have Visual C++ Redistributable 2010 x64 and x86 installed.
That worked, no restart was needed.

I have this same problem, running Win7 and the problem here is that first off, that its the update 4 and secondly the installer is in chineese. What do?

Update 4 was released yesterday.
The Language selection is a dropdown box (CHinese is the first selection), if you can not change the language, try another browser.

I recently formatted my hard drive and reinstalled windows 7 SP1. I then installed BF2 an PR. I started PR and the error box came up Unable to detect required dependency Visual C++ 2012 Update 1 x64. So I followed the link to the download and installed it and restarted my computer. Still doesn't work. I tried all the installing repairing in different orders with and without reboots still with no luck. This wasn't an update issue, it happened with a fresh install. I still can not get it to work.
It seems like this always happens but after I posted this I found a post with all the manual updates and after updating to 1.0.33 it began working.

Alright so I ran some of my own test and I'm almost positive it is the launcher, I can run the game fine offline, my computer is is definitely reading that the proper 2012 Update 3 is install and several other programs I have are reading it fine.
The launcher is failing to read the install.
Of course I could be wrong but either way good luck but I can't keep wasting time wishing I could play it.

PR version 1.15 is the last version of the ALPHA build public gameplay test. You can uninstall that.
You must download version 1.29 from the Downloads section of this website.

Oh god i formatted my pc and now i cant launch the game. I downloaded "Visual C++ Redistributable for Visual Studio 2012 Update 4", i installed and repaired but still cant launch the game. Im using Windows 7 64 Bit. Can someone "REALLY" help me please?
I tried to do this ;

But i failed at step 1. I Cant click to support selection because i cant launch the game. Can someone help me please? Im using BF2 for only PR.

Well, after the install and repair "Visual C++ Redistributable for Visual Studio 2012 Update 4", i uninstalled my PR mod and reinstalled it than it works. I think thats the solution. You must install end repair Visual C++ before you install PR mod.
