What I want to know is if the model should be made separated then linked as a child object or it can be modeled directly on the vehicle.

It should be exported as part of the vehicle.

He want to know if he should make the ACOG model on the weapon, or he can take it from another weapon model.

That reminds me something:

Is the ACOG used on the M16/M4 hanging around?

You should use the standard ACOG in PR unless there is a large difference and if so, best to modify our existing model. But until your an official community faction we can't give you the model :p

Some doubts from the modeler:

1 - The vehicle seats on the interior model, should be attached or welded to the model?

2 - The UT-30 cannon used on the Guarani have an exposed ammo belt, how should he do it so when the cannon is moving the belt will respond accordingly? Is it even possible?

3 - Should the turrets (the 30mm cannon and the .50 MG) be modeled separated and the attached via code to the body, or modeled directly on it?

Are we talking 1st or 3rd person? much easier to see with a pic, but pretty much float anything that is not going to Z-fight or use large amounts of UV space that will just be occluded.
2 - The UT-30 cannon used on the Guarani have an exposed ammo belt, how should he do it so when the cannon is moving the belt will respond accordingly? Is it even possible?
Yeah, you can use skin modifier and I think a bone or two to have it stretch, check out the French VAB or whatever the wheeled jeep is called, it has it on that. Leave that to the exporter though.

Model it all together in the same scene, dont weld it so the turret cant move though. Pretty much just dont weld anything that is going to move, rotate or be animated in anyway.
