I'd go for the 7 pound CHEAPER, slightly more powerful, HALF as powerhungry, LESS noisy (750 Ti 0,5 sone under load, 0,2 in idle, and 260X is 2,4 sone load, 1,3 sone idle), LESS temperature, VERY NEW GTX 750 Ti ! ! !

(New Maxwell architecture!)

EVGA GeForce GTX 750 Ti 2GB Video Card (02G-P4-3751-KR) - PCPartPicker United Kingdom

Or the "Sapphire Radeon R7 265 2GB" for around same price as the R7 260X, though the 265 is little more powerful even than the 750 Ti (but keep in mind, R7s are VERY powerhungry, louder than Nvidia and get hotter).

IF you can spare 126 pound though for a Zotac GTX 660

Zotac GeForce GTX 660 2GB Video Card (ZT-60904-10M) - PCPartPicker United Kingdom

then I guarantee you PR will run AWESOME!! ;) (I have a GTX 570, is comparable to the 660, which is even 3 % better lol than my 570!!)

(all prices in this post are from the Amazon offers!)

'[R-COM wrote:LITOralis.nMd;2007053']I don't know many UK resellers,

Also, does he need peripherals? keyboard, mouse, speakers, headset, monitor etc included in the total price?

Aria has these quick ship gaming PCs:
GLADIATOR R9-270 AMD FX-4350 4.20GHz Quad Core Next Day Gaming PC - Aria PC

GLADIATOR GTX 660 FX-6350 3.90GHz 6x Core Next Day Gaming PC + FREE Watchdogs Game! - Aria PC

Ebuyer:
Cheap Gaming PCs Low Prices UK Deals | Ebuyer.com

Amazon.uk has hundreds of PCs,
Amazon.co.uk: ?290 - ?650 - FREE Super Saver Delivery / Gaming / Desktops: Computers & Accessories

In short, try to find a PC with a better GPU than the one you first mentioned. You should be able to find a at least a GTX650 in a UK 450 Pound PC, and even better if you move up to 650 Pounds.
The first aria is really good, no he does not need any keyboard , mouse or headset, monitor to be included in the price.
Can they be somehow upgradable in the future ? Sorry, I have really basic knowledge about PCs

houdaifatam, sorry I had misread what you said, you can go up to US$650, I read it as up to 650 Pounds.

So , for a US$650 ( 380 Pounds ) build:

This system at 410 Pounds , without the Windows OS, is the near best you can do in the UK without searching for component combo deals:
AMD FX-4130, EVGA GeForce GTX 750, Cooler Master K280 - UK Budget Build ?410 May 2014 - No OS - litoralis's Saved Part List - PCPartPicker United Kingdom

If you want to buy a prebuilt system, try to get as close to this system as you can. The difference in price will be the retailer's profit margin and retailer's discounted cost for OS license.

Define "good fps".

What resolution? Which games? What kind of settings? Your definition might be different than someone else's.

Mine? I like to play games at max details with 8x AA and AF with an average of 120 FPS at 1080p in case I want to play in Nvidia 3D Vision. PR is one of the few games that I don't mind if it dips to around 40 FPS (it does) because I like its gameplay. :)
