In short, try to find a PC with a better GPU than the one you first mentioned. You should be able to find a at least a GTX650 in a UK 450 Pound PC, and even better if you move up to 650 Pounds.

The first aria is really good, no he does not need any keyboard , mouse or headset, monitor to be included in the price.

If you want to buy a prebuilt system, try to get as close to this system as you can. The difference in price will be the retailer's profit margin and retailer's discounted cost for OS license.

Define "good fps".

What resolution? Which games? What kind of settings? Your definition might be different than someone else's.

Mine? I like to play games at max details with 8x AA and AF with an average of 120 FPS at 1080p in case I want to play in Nvidia 3D Vision. PR is one of the few games that I don't mind if it dips to around 40 FPS (it does) because I like its gameplay.
