Seeding will be your biggest issue, and without a clan or established community you are not likely to find a group willing to put the time in. Next time you start the game have a look at how many servers there are compared to how many are active, there is a reason most servers are empty and there is a reason FCV isn't around.

I think you're kind of going for a PRTA type server, you might want to talk to those guys.

PS - This thread is already starting the drama, you might want to let the dust settle before going live.
