Effects can be added straight from tweak which describes it (f.e. from tweaks in common_server\effects\vehicles\misc\e_smokegrenade) or from additional tweak which include initial one like effects from common_server\effects\weapons\misc\e_tanksmoke.
Effects from \e_tanksmoke have fixed scale independently on scale of effect which was included in tweak. Size of cloud don't depends on vehicle, it was first theory.

make sure that the emitters have unique names when you make different effects for vehicles.

Yea, effects coding is annoying
To make it not grow that high, try playing with the gravity modifier. However that might make it disappear too quickly.

White phosphorus burns at 900—1200C and make noise for IR cameras. Now effective for agressive screening.

That WP round now IR blocking will make it an interesting change in the use of the challenger! I like it!

In 1.4 CR2 wont be able to see through WP smoke.

It depends on lightning.
edit: also I added HE to WP rounds cause they very harmful for uncovered soldiers.
