I find that it's just the down to the player(and technically the squad).
Usually the squad, though, if we're counting the serious games that aren't just free kit shoot em all.
Guy might force respawn because they need to relocate closer to the squad under orders of squad leader.
Or lead ordered them to spawn farther back to reinforce a point where another squad requested reinforcements.(advanced tactic. don't split the squad if you don't have to)
Could be force respawning to grab the logi, grab the armor or helo.
If this isn't the case though, then it's just fcked up and no justification - and there's also nothing you can do! just move on ^^
If the squad is nearby, he probably won't be force respawning.
Also, if you're the squad's corpsman and you see a guy down 50 meters out with not too much cover and in an unsecure part of town, don't be shy, ask your lead to go or just ask a squadmate to come with you to provide security. whatever is important is what comes first, usually that will be squad, but if your position is getting shredded by armor and HAT guy just died, then that should be priority.(for example.)

Just be a polite, patient, and respectful person. It is all about the demeanor of the squad(and server, as other people in this thread have said, some people just wanna shoot. when its wanna-shoot-time, its wanna shoot time, don't force seriousness if no one else is going to do it. so if it's a 100/100 wannashoot or a 10/100 serious game(both happen a lot more often than a person would think), use your head and go from there). No game is played the same, but in general you want to be encouraging your squad and keeping their morale high. No one likes a shit head(they usually care more about themselves than the 7 others in their command...) as you stated, but at the same time, no one likes shit heads as squad mates either! Remind them at the round start when you're assigning kits and stuff(also, make sure you assign the right person the right kit, if assigning LAT or something make sure they are comfortable and can do the job) you can remind them "hold spawn unless I say not to". As squad leader you should be pressing caps lock frequently to check squad status, soon as you see a grey ask them what happened and where they are, to hold spawn if they are close enough(which they should be, unless you gave a specific detour order). saying "hold spawn" and "hold spawn, guys" in an encouraging manner is nothing to be ashamed of. After the first time they fail to hold spawn, say "hey ------ next time I ask you to hold spawn, please hold spawn", remember - you are the squad leader, you stick up for your squad. a squad mate out of line jeopardizes EVERY SINGLE MAN in that squad, and that could even potentially lead to other squad mates doing the same. if you have more time(don't clog chatter while people are on the frontline, its not fair and it's not fun, care for your team and squad), you can ask ------ why they didn't hold their spawn. If it happens again, you can kick them out if they have been an ******* 'ie because fuck you', or you(usually) say "sorry -----, gonna have to kick you cause you can't [hold spawn]" [or whatever problem they did]
also, to anyone who 'wanna shoot' out there. play on off times and there's tons of 'wanna shoot' time. don't forget corpsmen also get to shoot, they just don't get fragmentation grenades. if you can do the job and no one else will, step up. just don't forget being a corpsman is your priority, shooting is another thing. but don't let yourself(and your patient) get killed because you didn't secure a building. again, bring security if you can, but if you can't, provide it for yourself. and when you revive people, make sure you let them know which bearing to cover and that they are free to engage(do not hug them when you heal them, crawl a bit back so their bullets don't go into your head)
