This map is RIDICULOUSLY laggy, I can't even select my kit let alone spawn and get owned. I don't know what I can possibly do to counter the lag either. My rig is beefy as well, so a bit annoyed that this one map is unable to be played.

I get almost no lag in albasrah...I have 2 gigs of corsair ram though and my fps does drop significantly in the city...try setting your grphx down and turning off EAX...I really think the lag in al basrah is client sided

Yes it client sided, I made many tests on my computer and the problem doesn't come from the ping but from the mod... looks like the coding is too heavy and/or complicated so amount of ram needed is higher ! Try Golf of Oman on BF2 with jerks and if you have some on Airport you'll have some on Basrah !

Also shut down all unused process (Ctrl + Alt + Sup... the key to windows) using google to identify each, and shut down your anti-virus (don't surf after that). Then it would be a little better, but Basrah still jerks a lot.

It's the only bad point I see to PRM, you needs more ram !

Oh, I was about to forgot, windows really don't like softwares : more you'll have, badder Win will turn ! So I use a dedicated administrator account to play, but the best way is using another partition with a dedicated Win you'll access with a multiple OS boot.

At least also search for windows optimisation tips on the web, and Tweaks guide for BF2.
