In general, it seems some code outside of PR is the cause of this issue. Given the hints regarding private/public network, you can try ensuring all PR-related executables are set to be allowed to use public network in the firewall settings. However, the crash itself seems to be unrelated to that. So other than that, the only piece of advice we can give you is: make sure there are no corrupted Windows files.

And, then how to knowing that if there is file that being corrupt(ed)?

Use sfc/dism utilities in windows to do integrity check.
In case if sfc reports anything been found, windows already compromised and needs reinstall.
