Thats actuall is not complycated, an engeneer place a sandbag, that will be the same as a rally point tecnacly speaking, so a enginer places a lot of sandbag on a captured flag, then someone with a suport kit gives cover.
Rally point serve as cover, it will be the same but stronger.

Can it be put in for engineer? It is basically my main suggestion, a way to put up defenses yourself where you want.
