I would love to see 64 player server full and on top of that like 32 or more AI civilians roaming arround... that would be just AWESOME!
If you kill an civilan your team loses one ticket and you gain an extra second spawn time, that would teach players to check their fire couse in a few minutes you can make a lot of damage to your team as well as to your own spawn times!

I read on some forums (must search where exactly) that there can be manualy set more than 64 players on map if server is not ranked (but requires a lot of resources in server power and in line bandwith).
As far as i am informed there cant be 3 sides on one map, eg. we have USMC vs MEC and there cant be a third side for players to choose...
AI always plays for one of sides untill real player steps in.
But if civilians can be set as an different AI object in game that just roams through map, now that would be something!
We could even have wild animals etc.

But say you are fighting a big group of ppl, well the more spells or the more you annoy them, the more they come at you, so to put that in PR, the more that you kill, the better they get at fighting back... but if you kill the people attacking them without getting them all mad, they will help your side out in the fight, but if you both just kill a TON of them.... they hate everbody and will kill anyone who even gets CLOSE to their village
Now, it would be hard.. but knowing how good you all are at creating stuff like this... i bet its possible
