It would not be too hard to do i think.
Maybe something along the lines of...:

Razor wire would have to count as a tactical asset, like a bridge. By this, i mean you can destroy it and repair it. Perhaps the wire cutters could be basicly an anti wrench that deducts from integrity, instead of repair it. The problem would be that it would work on bridges too but you could make the rate of deduction so neglegable it would take about half an hour to destroy the bridge that way. Also, the amount of DMG razor wire would have to take would be quite low (i would think it that way RL too)

But grenades can destroy barbed wire. I mean, I've seen the stuff get blown up after a grenade exploded there (or... was it a rocket? either way, it's destroyable :) )

no they cant, their a high tensil (spelled right?) strength steel and right now only wire cutters can cut through and its still VERY hard
