That's the Active Denial System I mentioned above. It'd never fly since it was on Future Weapons, even if you didn't get it from that it'd still be shot down because of that.

the baton gun fires a big rubber "bullet". Though i remember a few guys who were in Northern Ireland at the peak of the troubles, they used to cot the rubber bullet open, and but a D cell battery in then it would really sting.

Possible put it into the marksman kit? (as there's only 1+1 magazines of 5.56 NATO )
give the weapon the same affect as the knife, im presuming it cant be coded to incapacitate the civilian so you can then go and "capture" them.

yes, i would also like to see some sort of medium range weapon against civilians, use a shotgun model, turn down the damage really low or zero and make it so if your shot it sends you into prone (like knocking you to the ground) so then you shoot him, falls to ground , run after him, he gets up, shoot him again, then youre close enough to knife him (plasticufff him - the animation hasnt been added yet)
