I doubt this can be done, but I think it should be. Anything ArmA does is worthy of replicating

I'd argue that being on a consistent off road surface would affect the acceleration more then the top speed, however this kind of knowledge is based primarily on top gear and other such programmes
Would the whole issue be a bit of a ballache for mappers or would it be slightly less achey ball situation of assigning different textures to different physical properties (If it's possible in the first place).
