I did a quick google search and it seems that both terms are correct for the same class of weapon.
We need a LTL pepperball gun.

If it can be made, how bout a hit with LL/LTL shotgun takes away all the sprint. This way you could quickly catch the civilian that was shot.

What about this:
Anyone, who gets hit will get the floating screen and will be able only to walk, lets say for about 15 seconds.
This way you can just stunt civvies and then knife them without problems (as they can't run from you
.

If you would like to add to a regular grunt another weapon - shotgun with beanbags then you should decrease their moving speed even more.
*imagining 2 turtle-slow moving people: One civilian shot by beanbag, coughing and with blurry sight and behind him a regular soldier damning his heavy equipment who is hunting the civilian.*

It would be nice if a shot push them a little bit backwards to get them from a lamp post or something else.

But if you make it too easy to catch them it will throw off the balance the DEVs are trying to achieve on Insurgent maps.
The flashbangs wer brought back to deal with civis so they are adressing the issue.

If there was LTL ammo then playing a civilian wont be as much fun as it is.
