Submarines is possible, and it is used in modern warfare.
They are used for missile launching and for taking down large ships (which would also need to be added to the game if subs is added)
As for anti sub, the only anti sub weapons I know of is other subs and jets (yes, jets can be armed with an anti sub torpedo missile)

Another anti-sub weapon would be trained dolphin sappers or maybe even that huge Frost-ray orbital canon for MEC faction which is secretly being constructed by Iran (together with Death Star and nookular weapons)

How large do you think map would have to be to have naval warfare included in a reasonable scale? What would be the benefit of it (coolness factor is not a good reason)?
And as was already said, it is not possible to have projectiles in the water in BF2 engine so = no torpedoes or depth charges.

The ASROC (land/ship based, vertical or horizontal launched rocket-torpedo) / SUBROC (submarine based, horizontally launched rocket-torpedo) series of munitions (and the successor called 'Sea Lance' which was cancelled due to budget cuts) would all be effective against submarines. The main problem with the ASROC/SUBROC series of weapons is that while ASROC and Sea Lance were designed with the conventional torpedo warhead, it also had the option of a 5 kiloton tactical nuclear device (with successive options availabe on SeaLance of up to 20kt), so it acted like a Nuclear Depth Charge (see http://en.wikipedia.org/wiki/Nuclear_Depth_Bomb). SUBROC was only ever equipped with the nuke warhead.

By the way - a jet is typically too damn fast to consider dropping a torpedo into water... its why they bolt them on the bottom of a helo.
