Unfortunately there is no direct or obvious way of doing this in BF2. Now that's not to say it is impossible, but may require some creativity in coding.
Mods in BF42 were able to accomplish this (for example Tanelorn's DC Realism Mod) because when a vehicle reached the defined critical hp level, the object was disabled but still had some minimal functionality. So by changing the critical level to something like 50% you were able to get a disabled tank without them being close to death. However, although the turret was still somewhat functional, it was extremely slow to use.

Isn't the turret ring also one of the most vulerable places on a tank? if anywhere should have a one shot kill iot should be there, i would say that having one shot kills in that sort of area would be good, and yet still id love to see more damaged tanks i cant count how many times ive scored i direct hit on some tank tracks and its just kept on rolling
maybe not even failing the track entirely, just making the tank veer to one side
