gobackonrecoil was implemented for 0.7, and while I'm not sure exactly what this does, I believe that is what has made it "snap" a bit more.

I agree, the HK21 should have less recoil, just for gameplay's sake.
What military in their right mind would use a support weapon that is supposed to put down range 20 to 30 bullets at a time with that much kick uncontrollable.
For the record, most militaries advocate much shorter bursts, 5-10 rounds. 20 rounds is getting into sustained fire territory.
