I'm surprised that this isn't possible. I know that the AIX guys modified the wrench in the other direction, making it recharge much faster. I find it odd that you wouldn't be able to make it recharge much slower.

check with a coder for the reasons why it aint possible if you really want to know, but from what I have been told its not.

BF2 isn't very user friendly when it comes to coding. The list of modifiers which come with the editor don't have complete instructions of what they do. Hell some of them just have [placeholder] as their description or none at all.
The "recharge" aspect of this idea, imo, should be achievable without too much fuss. Repairing the 5% aspect could be. I believe the system works on hit points not percentages. Therefore you would need to figure out how many hitpoints a tank has to then figure out what the 5% is. This value would not be 5% of the other vehicles hitpoints. A jeep may only have 5% of the hitpoints of a tank and therefore the "fire extinguisher" could instantly repair that jeep to full health.

I'm curious how the coders integrated the random-failure feature on vehicles and aircraft, such as disabled tracks/turrets/rotors/etc? Someone who is familiar with that coding might have a way to code such an extinguisher so that the repair will give a set HP "heal", but will give a 100% chance of vehicle disability. This would in general stop the vehicle from being combat-effective, yet prevent its destruction.
What I also don't know myself is that when any vehicle does have a random failure, can an engineer repair the vehicle enough to restore the lost system such as repair the disabled track?
Maybe a coder could think along those lines of how to make it possible. I do agree that this would be a great idea, but there are more important things to be worked on right now first. Coders should put this concept on their chalkboards, but below the 0.7 work.
