I think it should go all the way and make it so that when a bullet hits the ground near you, your accuracy is worsened. It makes sense because if you know that you are being fired at and you can see, hear, and feel it barely missing you hitting the ground, there is no way that you will be able to control yourself and make accurate shots.

This happened today on a server where I was shooting an enemy with my SAW, and the bullets were whizzing past him as he was looking at me and he took the time to aim and headshot me as the bullets were flying non-stop.

If you are hit, even in any body armour, if it isn't a clip that doesn't hammer you then you are going to have a whole numbed area, be shaking from the impact or from the shock/fear. Your accuracy is going to be way down.

Body armour is not there to make you an invincible machine continuing to run forwards, aiming spot on, as you travers the battlefield. It is there to stop you dying from a shot, to slow down the round, to allow you to have medical attention afterwards that will save your life and maybe in most cases return you to the battlefield later on.
