u cant even see weapons over 200meters...if ur a civi...better hide like the rest. if u want to help the brits...try typing and finding a meeting spot...and work with them...but i personly dont think its worth the troble...with all the typing and everyone in the whole game being able to read it

I have said and suggested this before that the civis need to return to their old clothing with the bright green and red nikes.
No, it may not be 100% realistic, but it is an easy way to tell the difference between a civi and insurgent at long range and especially when weapons or RPGs do not render and it helps in CQB.
There will never be a 100% perfect way to stop civis from being killed, but I noticed in 0.6 that armor and infantry would completely stop shooting and be careful if they saw a guy in bright green run at them. Yes, completely stop fire as they should.
Civilians and regular insurgents just look too much alike right now and as I have said, the civis will pay the price.
I am not even phased by long respawn times anymore either, so I am sure the general population isn't either. It is just so easy to be killed in this game now that people are willing to take more risks and shoot first, ask questions later in order to survive and even the 30-90 second respawn times are a norm for most people now, so they are not really punishment.
IMO, the civis were fine how they were before.

I agree with Kenwayy and have said it before that Basrah is more of an initial wave type fight than patrolling. You are specifically looking for something in Bashrah which is caches. If this were an occupation which it is not, than you would be talking with the civilian popualation and doing more patrolling than head on attacking which is something not possible in PR.
And lets face it, civilians will never be able to magically take out RPGs like they could in real life, and even if they did, they would get shot, so the argument for them being looking like insurgents is pretty much moot.

I agree, bring back the green shirts and Nike's. It made the British stop shooting and look at them. Now the civi and insrgent classes look so close cant tell. Just want to ask a question. How many people kill a person on a light post? Is he really a threat?

??: The new people to the game just are a little trigger happy, cant check targets, etc. I say tou get the punishments I posted and then add that you die with a 1 minute spawn time.

Like said, the problem is not that GB players are trigger happy, the problem is that you can't tell the difference bettwen a civilian and a normal insurgent.
I vote for removing the civilians from PR.

I'm all for increased civi punish, with civis for both sides, and the removal of tags to make people actually check their fire.

Its the POINT of the civilian class that you cant tell the difference. So you cant just shoot at something you cant identify. As long as it doenst act offensive, there is no reason to shoot at it. If you do, and it was an innocent civilian, you should be punished.

Even in .6 with civis and their unique outfits, people still shot them.
But now, I haven't played as British yet in .7 Insurgency, civis look more like Insurgents? Like BloodBane said, using the binocs could help you identify civis and non-civis. Still, I think people on the British side would watch their fire if they saw brightly-adorned civis in the area.

But they are supposed to watch their fire ALWAYS. If its not for sure an insurgent, its not a target. Thats what i say. I mean, its a city. Full of people. Would a soldier fire at everything? Dont think so. He would shoot at threats.

What NEEDS to happen is the removal of civilians, it's the most unrealistic thing I've ever seen in a game, let alone a reality game. In real life if some fker is throwing rocks at you while insurgents are shooting you he is a dead fker. Same if he was healing or even f'in conversing with insurgents. In fact that's exactly what an insurgent is, a goddamn civ, so if unarmed civs are interacting with the civs that are shooting at you then he IS an insurgent.

When I returned to PR in this latest version, and played as a civ for the first time, I was amazed at how many times I was gunned down over and over..sometimes for just standing around doing nothing. I see the problem too now.
What about adding a respawn penalty of some sort to the whole Brit team when a civ is killed. Is that possible? I dont know what would be reasonable but if you gunned one down, a text message larger than others could announce your name then every Brit would suffer a longer respawn time on their next return OR for the next minute or something.
This way, it IDs the shooter and shames him then makes him responsible to his whole team.
Also, someone mentioned that civies with rocks are threats and should be killed. Im not sure I agree with that. I dont think the Israeli army guns down rock throwing palestians on a routine basis do they? They do fire rubber bullets etc. So, maybe one of the brit weapons could be some sort of riot control gun that fires wooden dowels or rubber projectiles (shot gun style - slug or buck but in a less lethal capacity). These rounds would stun the civy in place so he could be arrested.
This way, you might want someone on your squad with this specialty weapon to deal with civies then arrest them when they are stunned. You could use the stun effects in place now (blurry vision etc).
To recap:
Killing a civ puts your name in lights and adds some respawn penalty to whole Brit army not just your squad which is cumulative. Get a noob in there blasting civies, well jump his butt real quick.
Give Brit riot control shotgun armed with less lethal rounds to deal with civies when spotted in order to stun them and take them into custody.

I`m not sure about the punishment for the whole british team.
It`s the internet. Every third guy you will meet is L%&$§$"§$%2...you know what I mean.
But I do like the idea with the riot control gun. Best solution would be that a civi can only be shot with the riot gun if he attacks you first? Otherwise every civi would have to run as soon as he sees a brit soldier.

True, but that means a riot gun. Didn't BF2:SF have a tear gas gun. Why not make those shells put a civi on the ground or lower heath or maybe remove all sprint.

Thanks to the likes of liveleak and others we can take a first hand view of what the insurgents look like. And to be honest they look no different from the innocents they have a tendancy to maim and kill everyday. Apart from one thing, which is they tend to cover their faces when engaging allied forces. Whether it be with a yashmak or balaclava, they obviously don't want to be recognised to be arrested later on. So that could solve the identification problem for the Brits. I.e faces covered for the fighters, uncovered faces for civi's? Not sure ho easy it would be to implement.
While we're on the subject of insurgents, can't we give them the odd SPG-9 (unless its already been ruled out) either that or more rpg rounds per kit and for any L-AT kit for that matter. Oh and give civi's camcorders so they can upload there propoganda onto liveleak that night. LOLz
As for the punish thing well, you can look at it two ways, if you punish the team then it leaves the door open for some e-diot to lose you more tickets than ticketmaster. If you punish the person, then people might get a little frustrated at the difficult identification and just not play insurgency anymore (which I enjoy thoroughly). Anyway I trust you guys to come up with the best solution for all us demanding pests.

As for punishment for killing civies....what about a forced main weapon malfunction?
I kill a civie...and as a result of "murphy's law of war" and "bad kharma"....my main weapon experiences a jam or malfunction!
It can only be remedied by immediate action i.e. getting the weapon un-jammed. This can be simulated by 1.5 minutes of my weapon just going "click" when I pull the trigger! Or I can get to a rally and exchange kits.....either way....time is lost and point taken.
I also agree with the idea of having the CS launcher for insurgent maps as well.
It is already in the vanilla SF expansion pack so it needs no additional animation or the like.
Make it so only certain kits can carry it, so it continues to add to the realism and teamwork methods already in effect.
The effects would render the civilian class ineffective at range...No sight and coughing and hacking and unable to point out targets...and possibly "stumbling" around waiting to be knifed as the in-game method of apprehension.

I too have been killed way too often as Civi since 0.7, I'm all for increaced punishment...

That's a mint idea, what about some audio for the killer:
"Check your fire, there's civilians out there!"
"Civilians! check your targets!"
"Get your *** back to base for court martial, We havn't come here to kill civilians."
If there is a way of taking points away from ranks or busting people back to private (when all servers run ABR) for breach of R.O.A, that'd be awesome.
The point is, a lot of new players don't read the guide and don't know they're killing civ's so they need to know about it when they commit such an atrocity. Preferably, the whole team should know.

I dont think that is any good....this forces a punishment on other folks who may be checking their fire.
I am biased of course....but I like the idea of the weapons malfunction if it can be done. This would force the civie killer to have to look for another kit or an RP or whatever as his own weapon would be useless for 1.5 to 2 minutes.
This would leave him vulnerable to the enemy and useless to his team....and then when he does get KIA...he also has to wait to spawn.

I'm not sure if this has been suggested here, but essentially, I'm also for punishing the civi that gets killed by the Brits (not knifed). That would prevent Civis from trying to get killed by sticking their heads out when normally, in real life, they would be hiding in fear for their own life. A killed Civi would get 60 secs respawn while the Brit who killed him would get 120 secs. Just an idea.
