Rocket launchers are multipurpose tools.
they can be used in any way the wielder decides is nessesary.
If anything should be changed on these weapons, it would be the price in dollars and the amount that can be used in the time slot.

No need to mess with the rockets themselves, just tighten up access to the kits/ammo if you think they are so common that people can throw them away on single infantry, etc
The ammo system is well done at present I think, but HAT is slightly too easy maybe, by having no curve to it.
