i think, if such a thing should be done, than it has to be done with one of the alterntive ranking systems (like ABR) so that it is done with staying promotions/medalls, the question is only if it would be possible to do it this way.
then there should be a few training servers, where you can get for example a aviator badge, and this enables the pilot kit for you.
wouldn't make too much sence for the rifleman kits, but for aviators, specops and snipers it could really be sencefull

so you go on a flightschool server, and get promoted, when the admins see that you have learned your job
