From the videos that i have seen, yes.
I would love to disagree with u here, cuz it would make sense, but from the video on teh insurgents side, the HMVE was by itself, probably either catching up to a convoy far away, or going back to base, who knows. The Comander spport trucks in game are also used to transport real troops, sometimes its just like 3-4 of them in the back plus driver, and i have seen videos of that truck going around by itself with no support. It happens, maybe not too frequetly, but it does.

The point is to give to the insurgents a scoped rifle, not to give them what they already have !

Personally, the rare spawn of them would be in my opinion a good thing.
Why? IED attacks and what not when folks are vehicles means you don't get their swag in the BF2 engine, if that is what you're after.

Well, instead of placing these weapons at the caches so that every single insurgent can use them I think we should limit them to the Cell leaders. Use the "global unlock system" (if possible) so that the Cell leader can switch between several weapons to spawn with. Adding an American rifle to his inventory wouldn't be wrong.
Btw, people should learn using the AK instead of begging for coalition weapons for insurgents. The AK is ideal for ambushes.

If, then with red tracers and very limited ammo. I think the unlock system is hard coded.

If it's in vBF2, why wouldn't it be possible to use it in PR? It would be wonderful for the Cell leader (and maybe the veteran as well) to choose his weapon before he spawns.

Its linked to the unlock system, and the unlock system is probably untouchable.

I read about a BF2 mod separate from vanilla using the unlock system on these forums. Many pics of it were posted here, so a quick search . . .

There does need to be some more variety in the insurgent's armament. They don't all use AK-47s,
SKSs and RPGs IRL.

EOD2 as well used the unlock system to select different weapons.
I could see insurgents and militia using the same system to have access to different weapons.
The standard insurgent could pick between an SKS or AK
The ambusher could get an SKS or an RPG anti-personal or something.
The Cell leader guy can get an AK-47 or a G3.
The Militia could switch between AK-47s and M16A2. (CQC power vs range.)
Whilst the Militia squad leader guy could get an AK-74 or a M16A4 (Scoped or something dunno the current load.)
POST EDIT: Officer kits wouldn't be useable. You don't spawn with them you'd have to have two independant kits so disregard that part.

I agree. It would be nice to have a good accurate weapon with low recoil. Semi-Auto M16 or even a Pump action shotty would do! Hell I dunno mix it up abit. PR's pretty boring as is.

What do you mean?
Can you make it so that the ambusher can switch between different kinds of IEDs? Like one remote-controlled and one improvised mine.

With the officer kits its requestable not selectable as such there is no unlock system in place to change it. Meaning it would be impossible to use the unlock system to change what it is due to not being on the spawn menu.
And yes I am pretty sure you can change complete kit load-outs. Such as that.

I remember one guy whose served in Iraq telling me over voip about insurgents with M16. These weapons were old & unreliable disposed of after having the firing pins removed and the insurgents were walking round with it & a hammer and chisel in order to fire the weapon
