I didn't know the M163 had been phased out. In that case, the LAV-AD would be very nice, indeed. I'm not sure what we should do about the PLA's AA, though. I don't know what they actually use, but perhaps they could use a modernized version of the Shilka. I hear the Ukraine is offering a service to update the Shilka's systems and add missiles.

theoretically though, at least from what stats says of the shilka, not even an A-10 will live through a full burst of it's quad cannon.
there are many reason why they might use single barrel guns linked together instead of one gun with multiple barrel or gatling gun. Already mentioned is the size, and weight limitation. Another reason linked to the previous mentioned problem is that gatling gun tend to grow in size really fast as you increase the shell size.
They also become increasingly more complex and more heavy as you go up the shell size. So you might be able to fit a 20 mm gatling easily on a SPAAG, but 30mm would be a headache unless room isn't that much of a problem (like in naval ship for instance). So for large caliber guns the single barrel is generally more efficient than gatling configuration, at least until we can improve our current gatling technology.
the latest model i recall from the PLA side is the Type 90 double barell 35 mm SPAAG, they said it's very similar to the Type 74 aside of the barrel size difference.

also, in a multiple cannon single barreled setup, if one cannon fails, it makes it easier to fix/replace it having 4 relatively small cannons versus one big weapon where if it has to be replaced, you have to take the whole armament off instead of just that one cannon...

An A-10/Apache can survive 23mm rounds in the same sense an infantryman can survive getting shot.
