Let's see here...
First we'll have to create and alot of new statics - mainly demolished buildings. Using the building statics that we already have wouldn't be enough. This city was the site of heavy fighting through all of the 1990s, was bombed by both airplanes and artillery a number of times and was named "The most destroyed city in the world" by the UN. The current BF2 statics just wouldn't make it right. Also, lots of enterable buildings would be great to simulate the kind of urban fighting of these battles. The rebels would need lots and lots of ambush points in order to take out the Russian armour.
Except for the statics we will have to create a new faction, and then I'm not talking about the ruskies. Sure, we can use the Militia models (and maybe some MEC models since many muslims joined the Chechen Jihad), skins and weapons (maybe replacing the SKS, PPSh and Mosin with more modern weapons - the rebels where well-armed when the war began) but what about the language? Do you know anyone that speaks Chechen?
Btw, the artilley was only used before the troops went into the city. Having it as a commander ability used the same way as the JDAM would therefore be stupid. IIRC the Russian artillery wasn't that accurate and the communication with the troops in the city wasd pretty bad. They feared that they would kill their own if they opened fire.
