Sure you can reload a gun like a lighting, but, if you are in the middle of the war, you are nervous, and you will reload the gun scared.. or slow..
Not so fast like the CoD4 MG's..

Again, regular soldiers are generally trained to keep hold of their magazines as it keeps costs down and also allows them to reload them during lulls in the fighting.
IIRC this particular method of reloading is part of the "systema" martial art practiced by Russian SF, and so I would think generally reserved for close quater operations during storms, when quick reloading is more critical than keeping hold of the magazines, and they'll probably have a chance to pick them up later anyway. As such its probably more likey to be used by MVD and FSB spetsnaz teams who specialise in counter terrorism and close quaters combat rather than the Army/GRU teams who would be encountered supporting the regular army.
I very much doubt that Russian regulars are taught this technique for reloading and even if they were, that they would use it on a regular basis.

A slow version would be nice, but after watching some of those videos, there is no way every soldier would utilise this as quickly as that, but maybe after a long time in wartime, the militia and insurgents would pick up tricks of the trade, as it were.

Here's my two cents.
1. Regular soldiers aren't going to be dropping mags in day to day operations. You either put them back in the pouch or you have a dumb bag for them.
2. As far as reload speed, only special operations units would preform fast tactical reloads like that. Your everyday soldier in a combat zone would be pretty proficient with his weapons and would get a reload in pretty quick, but not lighting fast.
3. I don't think you can call the being under fire principle into this equation because for game purposes we'd have to have constant for each soldier. On the battlefield a guy might fumble with his weapon under fire but most would fall back on their training. Which hopefully taught them to reload and fire their weapon effectively while in combat.
