I think slowing the game down in this way would be unenjoyable.

I reacon adding a minigun totting Russian guy and giving the medics the ability to make himself and a partner invincible for 10secs would be good....

But really people already complain the game is too slow, I would support this (hell I even want markers to be removed) but at the moment there are better things to work on (cough sorting out the British aav)
