On a dedicated server the FPS of the server is fixed to 30fps (unless its lagging then it will be lower), how ever on a client you can go upto 99FPS max. So if your running your game at say 60 fps, your settle time will be twice as fast as playing on a dedicated server.

I doubt the deviation in PRSP is different from normal PR but instead its just the FPS difference of the client from a dedicated server that makes the difference.
oh that would explain why i cant hit for balloni in PRSP LOL!

Never knew about the FPS thing.
