no, not really, just the way vbf2 control system works..
how ever, what you can do (I'm pretty sure aint tested it, just theory

) is have the throttle make the land vehicle go forward with 50% to 100% throttle, and then where normally 0% to 50% would be reverse, you could probably edit your controls so that 0% to 50% did nothing, then have "S" or w/e control the reverse speed.
The way to do this is that you would have to setup the controls ingame first so that the throttle controlled both throttle + and -, then you would save that, exit the game, open up your controls.con file and edit your controls by hand with notepad to set the reverse input to button S or w/e.

Ok,
How about the S key slowing you down, Like pressing the W key = 90% power and the S key = -65%, so when you pres both W and S you get +25% (Slower speed). And only pressing S will be -65% (result = going backwards).
This does mean that the speed for going backwards can not be higher then the top speed or you would stop. But i can think of unrealistic speeds when going backwards when the top speed is high.
But that way you can still have the shift button for turbo on vehicles.
I dont know if it works like that?
(Altough holding W and S at the same time is kind of hard..)

If W makes the vehicle have 100% thrust forward is there a way to set up a key to be like 20% or whatever and have a dedicated key for "convoy mode"?

ive tried to set up my joystick..but for some reason bf2 does not detect teh throttle :\

Don't think so. Vehicles don't know what crouch is. They know what sprint is.
